What the Health Insurance Marketplace is
The Health Insurance Marketplace is a service that helps people shop for and enroll in health insurance. The federal government operates it at HealthCare.gov for most states, and Texas is one of them, so in Texas the Marketplace is HealthCare.gov.
Every Marketplace plan follows Affordable Care Act rules, and plans are grouped into metal tiers so they are easier to compare. The Marketplace application also checks whether your household can get help paying premiums, based on your expected income for the year. Texas uses HealthCare.gov
Texas does not run its own exchange. For plan year 2027, CMS lists Texas as a federally facilitated Marketplace state, so applications, plan comparisons and enrollment go through HealthCare.gov or a certified agent working with it.
In practice, that means Texans follow HealthCare.gov's Open Enrollment calendar shown on this page, not a separate state calendar, and use HealthCare.gov's help resources: its call center, its Find Local Help tool, and agents certified to sell Marketplace plans in Texas.
When you can enroll
Most people enroll or change Marketplace plans during the annual Open Enrollment Period. Outside that window, you generally need a life change, such as losing other coverage, moving, getting married or having a baby, that opens a Special Enrollment Period.

If you have a problem with a health insurance company or policy, the Texas Department of Insurance Help Line at 800-252-3439 is the state's consumer contact, open from 8 a.m. to 5 p.m. Central time. Questions about the Marketplace application itself go to HealthCare.gov.

Local enrollment help
HealthCare.gov describes two kinds of Marketplace-certified help: assisters, who are trained and certified by the Marketplace and required to provide fair, impartial and accurate information, and agents and brokers, who are certified to sell Marketplace plans in the states where they are licensed and are generally paid by the insurance companies whose plans they represent. Its Find Local Help tool lists both.
