ACA Open Enrollment for 2027

Cigna is leaving the ACA marketplace in Florida and 10 other states for 2027 — about 369,000 people need a new plan.

It's the second straight year of insurer exits: Aetna left the Marketplace in 17 states for 2026, and KFF is tracking 9 insurers exiting for 2027. If your insurer is on the list, Open Enrollment is when you choose what's next.

ACA Open Enrollment for 2027

November 1, 2026 – January 15, 2027

Enroll by December 15 for coverage that starts January 1, 2027.

Dates are for HealthCare.gov states (Eastern Time). State-run marketplaces may set different deadlines. A pending federal appeal over the 2025 Marketplace rule could change the window; we'll update this page if it does.

What changed

Why your 2027 decision matters more than usual

The enhanced premium tax credits expired on December 31, 2025. Payments and deductibles rose in 2026, insurers are proposing another round of increases for 2027, and several are leaving the Marketplace. Here is what the data shows.

  • +58%

    Average monthly payment, 2026

After enhanced subsidies expired on December 31, 2025, the average monthly premium payment across all Marketplace enrollees rose 58% in 2026 (KFF, observed).

  • 2×+

    Projected · subsidized, same plan

KFF projected payments would more than double (+114% on average) for subsidized enrollees keeping the same plan. That was a pre-season projection for a different group than the observed 58% figure, which covers all enrollees.

  • 400%

    The subsidy cliff is back

With the enhanced credits gone, households earning above 400% of the federal poverty level no longer qualify for any premium tax credit.

  • ~15–16%

    Proposed 2027 premium increases

Insurers have proposed 2027 increases of roughly 15–16% — about 15% nationally at the median and near 16% in Florida. These are proposals, not final rates.

  • +$1,027

    Average deductible increase, 2026

The average Marketplace deductible rose $1,027 per person in 2026, to $3,786, as more people moved to higher-deductible plans.

    Still get a subsidy

Most enrollees still receive a premium tax credit — it's just smaller for many. Your number depends on your 2027 income and household, so let us recalculate yours.

Missing the window is genuinely harder now

The year-round special enrollment period for lower-income households has been eliminated. Outside Open Enrollment, most people need a qualifying life event to enroll.

About 4.5 million Floridians selected Marketplace plans for 2026 — more than any other state — out of 23.1 million nationally.

Above the federal subsidy cutoff

Higher household income? Worth comparing.

If your household income is above the federal subsidy cutoff, you may want to compare Marketplace plans against private insurance options at full premium. We can walk you through both.
