What the Health Insurance Marketplace is
The Health Insurance Marketplace is a service that helps people shop for and enroll in health insurance. The federal government operates it at HealthCare.gov for most states, and North Carolina is one of them, so in North Carolina the Marketplace is HealthCare.gov.
Every Marketplace plan follows Affordable Care Act rules, and plans are grouped into metal tiers so they are easier to compare. The Marketplace application also checks whether your household can get help paying premiums, based on your expected income for the year. North Carolina uses HealthCare.gov
North Carolina does not run its own exchange. CMS lists it as a federally facilitated Marketplace state for plan year 2027, so North Carolinians apply, compare plans and enroll through HealthCare.gov or with a certified agent working with it.
So the Open Enrollment dates on this page are HealthCare.gov's, and so are the help options: the HealthCare.gov call center, its Find Local Help search, and agents certified to sell Marketplace plans in North Carolina.
When you can enroll
Most people enroll or change Marketplace plans during the annual Open Enrollment Period. Outside that window, you generally need a life change, such as losing other coverage, moving, getting married or having a baby, that opens a Special Enrollment Period.

The Consumer Services Division of the North Carolina Department of Insurance answers insurance questions and takes complaints. It can forward a complaint to the insurance company and require a response, and can help you understand your policy. Phone: 855-408-1212.

For plan year 2027, CMS lists North Carolina as a federally facilitated Marketplace state. North Carolinians apply for and enroll in Marketplace coverage through HealthCare.gov.
Local enrollment help
HealthCare.gov describes two kinds of Marketplace-certified help: assisters, who are trained and certified by the Marketplace and required to provide fair, impartial and accurate information, and agents and brokers, who are certified to sell Marketplace plans in the states where they are licensed and are generally paid by the insurance companies whose plans they represent.
