What the Health Insurance Marketplace is
The Health Insurance Marketplace is a service that helps people shop for and enroll in health insurance. The federal government operates it at HealthCare.gov for most states, and Wisconsin is one of them, so in Wisconsin the Marketplace is HealthCare.gov.
Every Marketplace plan follows Affordable Care Act rules, and plans are grouped into metal tiers so they are easier to compare. The Marketplace application also checks whether your household can get help paying premiums, based on your expected income for the year. Our guide to how ACA premium tax credits work explains the calculation, and the metal tier guide explains Bronze, Silver, Gold and Platinum.
Wisconsin's Marketplace is HealthCare.gov
Wisconsin does not operate a separate state exchange. CMS lists it as a federally facilitated Marketplace state for plan year 2027, so Wisconsinites apply, compare plans and enroll through HealthCare.gov or with a certified agent who works with it.
That means the Open Enrollment dates on this page come from HealthCare.gov, and the help options are HealthCare.gov's: its call center, its Find Local Help search, and agents certified to sell Marketplace plans in Wisconsin. The Office of the Commissioner of Insurance is the state's insurance regulator, and the contact for complaints about an insurance company or agent.
When you can enroll
Most people enroll or change Marketplace plans during the annual Open Enrollment Period. Outside that window, you generally need a life change, such as losing other coverage, moving, getting married or having a baby, that opens a Special Enrollment Period.
Special Enrollment Periods have their own deadlines and may ask for documents, so it helps to act soon after the life change. Our guide to ACA Special Enrollment Periods walks through the common triggers, and health insurance between jobs covers one of the most common situations.
BadgerCare Plus and the Marketplace
Wisconsin has not adopted the ACA's Medicaid expansion, but BadgerCare Plus, its Medicaid program, covers adults with income below 100% of the federal poverty level. Marketplace premium help starts at 100%, so Wisconsin does not have the coverage gap that non-expansion states often do.
For Wisconsinites below that line, BadgerCare Plus is the route to look at first, and you can apply at any time of year. At 100% and above, the HealthCare.gov application looks at premium tax credits and cost-sharing reductions, and our guide to how ACA premium tax credits work explains how the Marketplace estimates the credit. The state makes the final decision on Medicaid eligibility.
If a household member loses BadgerCare Plus coverage, that loss of coverage can open a Special Enrollment Period, and the guide to ACA Special Enrollment Periods lists the other common triggers. The income check below shows where a household estimate lands, including the BadgerCare Plus line.
What to check for Wisconsin Marketplace plans in 2027
Insurers have asked to raise Wisconsin premiums for 2027, so your price may move even if your plan continues. Two notices arrive by November 1, one from your insurer and one from HealthCare.gov. They say whether your plan continues and what you would be matched with automatically.
The figures cited on this page are proposed rates, not final prices, so check your own notices. An automatic match is not always the plan you would pick, so compare it with the other plans in your county, check your doctors and prescriptions, and update your income on the application. If your plan is ending, our guide to what to do when your Marketplace plan is ending walks through the steps, and re-shopping a premium increase explains what to compare.
Choosing a plan by the deadline for January 1 coverage, shown in the Open Enrollment box above, avoids a gap in coverage. Our guide to ACA Open Enrollment lists what to review.

Wisconsin's Marketplace
For plan year 2027, CMS lists Wisconsin as a federally facilitated Marketplace state. Wisconsinites apply for and enroll in Marketplace coverage through HealthCare.gov.
Wisconsin and the Medicaid expansion
KFF lists Wisconsin as a state that has not adopted the ACA's Medicaid expansion. Its January 2026 eligibility table nonetheless shows Wisconsin Medicaid's income limit at 100% of the federal poverty level for both parents in a family of three and other adults, so adults below that line are not left without a Medicaid path.

BadgerCare Plus (Medicaid)
BadgerCare Plus is Wisconsin's full-coverage Medicaid for people ages 0 to 64 with low income. There is no open enrollment period, so you can apply at any time, and the Department of Health Services says the easiest and fastest way is online through ACCESS.

Proposed 2027 premiums
WisPolitics reported in August 2026 that health insurers in Wisconsin were requesting an average premium increase of 20.9% for 2027, citing the public rate review filings. As of October 19, 2026, healthinsurance.org put the semi-weighted average proposed increase at 21.1%. Final rates can differ from what was proposed.

Renewal letters
According to HealthCare.gov, Marketplace enrollees should get two letters by November 1, one from their insurance company and one from the Marketplace. Together they explain whether the current plan is available for next year and which plan, if any, the enrollee is matched with and automatically re-enrolled in.
Local enrollment help
HealthCare.gov describes two kinds of Marketplace-certified help: assisters, who are trained and certified by the Marketplace and required to provide fair, impartial and accurate information, and agents and brokers, who are certified to sell Marketplace plans in the states where they are licensed and are generally paid by the insurance companies whose plans they represent. Its Find Local Help tool lists both.
