What the Health Insurance Marketplace is

The Health Insurance Marketplace is a service that helps people shop for and enroll in health insurance. The federal government operates it at HealthCare.gov for most states, and Ohio is one of them, so in Ohio the Marketplace is HealthCare.gov.

Every Marketplace plan follows Affordable Care Act rules, and plans are grouped into metal tiers so they are easier to compare. The Marketplace application also checks whether your household can get help paying premiums, based on your expected income for the year. Ohio uses HealthCare.gov

Ohio does not operate a separate state exchange. For plan year 2027, CMS lists Ohio as a federally facilitated Marketplace state, which means the application, plan comparison and enrollment run through HealthCare.gov or a certified agent working with it.

Because Ohio uses HealthCare.gov, the Open Enrollment calendar on this page is the one that applies in Ohio, and HealthCare.gov's call center and Find Local Help tool are the official places to start if you want to apply on your own.

When you can enroll

Most people enroll or change Marketplace plans during the annual Open Enrollment Period. Outside that window, you generally need a life change, such as losing other coverage, moving, getting married or having a baby, that opens a Special Enrollment Period.

    HealthCare.gov describes two kinds of Marketplace-certified help: assisters, who are trained and certified by the Marketplace and required to provide fair, impartial and accurate information, and agents and brokers, who are certified to sell Marketplace plans in the states where they are licensed and are generally paid by the insurance companies whose plans they represent.
